I tend to recommend plates (because it’s always plates) that are at least 12-15 pixels, but I’ve gotten partials with as few as 4. What I do to overcome the compression is to use multiple frames (typically with the Perspective Stabilization ) and either average them together, or use Perspective Super Resolution which allows you to average resize and sharpen in a single filter. As someone mentioned because of compression in most CCTV video, results vary when working with a single frame. In terms of the “enhancement“ filters, I get results all the time with it and have heard from users all over the US and Canada who get the same or better results. Anything from burglary and theft to clean it up or show what happened, to officer-involved shootings to clarify details and timeline the events. From then on it became my daily tool on nearly 100 cases a month for years. The converter built-in was the really only thing out there at the time (and having tried others I won’t mention by name while working in LEO was the only converter I ever depended on).
